Casa Carneiro ("House Carneiro")

Casa Carneiro is one of the largest commercial houses in the Ouroran Community.  Headquartered at Amazonas the firm has facilities on most Community worlds and on many worlds beyond the Community as well.

Carneiro specializes in military services and products of all sorts.  It is the major supplier of army and naval forces to the Community government.  It is also the largest manufacturer of military starships in the community.  Its activities even include the production and processing of strategic chemical and radioactive resources.

History: Casa Carneiro traces its origins back to the original settlement of Amazonas.  Casa Carneiro was responsible for security on the original Conestoga-class colony ship as well on the world itself during initial colonization.  Carneiro also had primary responsibility for land, water, air and space transportation.

These functions were the basis for the original three Wards: Security, Armament and Conveyance.

As conflict erupted among the various settlement groups it was only natural for Carneiro to offer its services as mercenaries and arms suppliers.  Carneiro also became actively involved in the salvage and resale of military equipment, eventually leading to the establishment of the Savage Ward.  Mercenary operations established a need for bond guarantors.  This was the origin of the Indemnity Ward.

In an effort to consolidate its operations, Carneiro expanded into the processing of resources (chemicals, metals, non-metals and radioactives) used by its manufacturing divisions.

When jump drive was developed and the Ourorans began interstellar explorations they brought their wars with them.  Carneiro recognized another opportunity and moved into the construction of warships.

More recently, Carneiro has expanded into the production of bio-agents and other genetically engineered military products, including cloning.

Organization: Casa Carneiro is organized into seven Wards, each managed by a Warden.  These Wardens have broad authority but are ultimately responsible to the House Stewards.  Within each Ward are functional administrates (marketing, design, production, etc.) as well as product administrates for major product or service lines (starship weapons systems, chemicals, cadre services, etc.).  Each is managed by a Deputy Warden.

The Security Ward provides regular army and navy personnel for active and reserve duty with various governments.  This division also provides mercenary forces to a variety of clients including extensive cadre services.  And finally, this division provides a variety of espionage, reconnaissance, and non-military security services.  This is the oldest of the divisions, tracing its origin back to the earliest days of Carneiro.

The Armament Ward manufactures personal and heavy military weaponry of all sorts.  It also produces ordnance, vehicle, craft and starship weapons systems, and planetary weapons systems.

The Conveyance Ward manufactures a variety of military vehicles and small craft.  Maneuver drives for starships are produced by this division as well.

The Salvage Ward collects military surplus equipment of all sorts, from personal firearms to warships, for refurbishment and eventual resale.

The Indemnity Ward is a major guarantor of mercenary repatriation bonds.  Its operations have expanded to more general finance and insurance activities as well.

The Resource Ward processes chemicals, metals, non-metals and radioactives primarily for use in the manufacturing of other Wards.

The Jump Ward manufactures hulls and jump drives for warships of all sorts.  This does not include non-starships which are manufactured by the Conveyance Ward.  While Carneiro is a leader in the production of warships its starship operations are dwarfed by larger general starship manufacturers.

The Genetics Ward manufacturers genetically engineered products, primarily of a military nature, including extensive cloning operations.  This division also maintains comprehensive research facilities.  It is the newest of the divisions.

Policies and Goals: Casa Carneiro is concerned with long-term commitments to its clients, and through this, to its own profitability.  Due to the nature of its businesses it is less interested in order than other commercial organizations, as long as the level of conflict remains "manageable."

Carneiro seeks to maintain its core military businesses and has taken care not to diversify into areas without some sort of military focus.

It makes use of extensive cross-training of its personnel.  In addition, personnel who muster out of its military service arms are often recruited into its various manufacturing and service operations.  This ensures that its product and service development is guaranteed continual "user" input.

Carneiro is a major player in the Ouroran Community and sees its own interests as being tied to those of the Community.  It maintains extensive contacts among the independent worlds of the Colonies Sphere but has limited influence in the other Colonial States.

Operations: Casa Carneiro is the major supplier of military forces to the Ouroran Community.  It is also a major provider of mercenary services and military hardware throughout the Colonies Sphere.  Carneiro products and services are highly sought after and are known for their high quality.

Carneiro maintains manufacturing and processing operations on all high technology worlds in the Community and on several independent worlds in the Sphere.  Its shipyard facilities are located exclusively at excellent-quality starports in the Community.

CReATE

Cultural Revelation, Appreciation, Tolerance and Education (CReATE) is a Nyanzan quasi-governmental organization responsible for development and promotion of artistic and cultural interchanges among Federation worlds as well as between the Federation and other Colonial States.  Largely through the efforts of CReATE, Nyanzan artistic and cultural endeavors are not only recognized but widely applauded throughout the Colonies Sphere.  Artists from across the Sphere are drawn to the many educational institutions operated by CReATE on Federation worlds.

History: CReATE traces its roots to an artists' cooperative aboard the Kwame Nkrumah, the generation starship which brought the original settlers to Nyanza.  After landing, the artists' cooperative was the first non-governmental agency to receive funding from the planetary government.

As the settlement on Nyanza flourished in the 26th Century, the artists' collective played a central role in the establishment of the first art museum and the first performance hall in New Lagos.  The collective also played a key role in establishing the arts school which eventually became the College of Sensory and Relational Arts at the University of New Lagos.  When the first faster-than-light starships left Nyanza for nearby worlds in the 27th Century, most crews included an arts cadre organized by the artists' collective.

When the Federation of Nyanza was founded in the 28th Century, one of the first acts of the Federation government was to grant a founding charter to CReATE.  The organization was charged with the development and promotion of artistic and cultural activities throughout the Federation.  Initially, this primarily meant support from Nyanza for activities and arts education on the newly-settled worlds.  But as Federation worlds began to develop their own, distinctive artistic and cultural milieus, CReATE's efforts shifted over the course of the 29th Century to the promotion of artistic and cultural interchanges among Federation worlds.

Once contact was reestablished among the Colonial States in the 29th Century, CReATE began efforts to promote Nyanzan arts on worlds beyond the Federation.  These efforts included the promotion of Nyanzan artistic activities in other Colonial States — an on independent worlds beyond the Federation — as well as efforts to recruit artists from outside the Federation to collaborate with Nyanzan artists and to study at Nyzanzan arts schools.

CReATE's network of artistic centers now extends not only throughout the Federation but also to most major worlds in other Colonial States.  Nyanza arts are perhaps the most widely-recognized throughout the Colonies Sphere and can at times eclipse those of other Colonial States even in those States themselves.

Organization: CReATE is organized into a multitude of networks which include presentation venues (e.g. libraries, galleries, performance halls), educational settings and creative facilities.  The networks are grouped into broad disciplines, known as Realms, for visual and sensory arts, graphic arts, plastic arts, decorative arts, performing arts, immersive arts, literature and storytelling, music, architecture and design and a Creative Realm for experimental, unconventional and interdisciplinary artistic efforts.  A central Integrant Realm provides administrative and operational support to the other Realms and includes CReATE's governing body.  Each Realm is headed by a Provost with an extensive Integrant Realm staff.  Realms encompass activities both within the Federation and on worlds outside the Federation.

Decision-making within CReATE is highly decentralized and decision-making is encouraged at the level closest to specific presentational, educational and creative activities.  The only significant hierarchy within the organization exists within the Integral Realm which is charged with enabling and supporting this decentralized decision-making while also coordinating efforts across the organization as appropriate or as serves broader efficiencies.  Each world where CReATE operates has a Integrator-in-Residence who overseas Integral Realm support for all CReATE activity on the world.

Policies and Goals: CReATE's goal is the promotion of Federation artistic activities.  It's primary focus is upon artistic activities on Federation worlds but it also sees the promotion of Federation arts throughout the Colonies Sphere to be important.  CReATE is equally interested in arts presentation, arts education and art creation, though efforts outside the Federation are focused on presentation.  Artists from outside the Federation are typically recruited to study and to create at CReATE facilities on Federation worlds.

Operations: CReATE operations are focused on Federation worlds and while most activities occur on major, high-population worlds, CReATE has a special emphasis upon outreach to less populous and less developed worlds, meaning that most worlds throughout the Federation, no matter how small or how remote, often have a rich and thriving artistic milieu.  Integrant Realm staff tend to be concentrated on high-population worlds with broad social and technological development. Outside the Federation, Integral Realm staff will often be limited to those personnel necessary to support whatever artistic activities are underway at a given time.

Arts activities by most Realms are typically of equivalent scale on most Federation worlds, with presentation, education and creative facilities for all Realms typically available on even the smallest and most remote Federation worlds.  CReATE Realm activities do tend to be concentrated on major, high-population worlds simply due to their interdisciplinary nature and greater and more sophisticated logistical needs for often unconventional support.

Staff in the Integrant Realm are administrative and operations professionals, recruited for their talents in these areas rather than for artistic talent.  Most Intergant staff are typically hired on the world on which they work, including those working at CReATE facilities on non-Federation worlds.

Prometheus Foundation

The Prometheus Foundation is the largest non-profit organization in the Colonies Sphere.  The Foundation holds charters from all major Colonial States and most minor states as well.  It's operations in technology research and development are spread throughout the Sphere.

History: The Prometheus Foundation traces its official origin to the period following initial contact by the Commonwealth of Earth with the major Colonial States.  The Foundation was organized through a consolidation of several related organizations that had existed independently among the various Colonial States for centuries.

These related organizations all traced their origins to a pre-Sundering company known as Lent Technologies, Ltd. which was formed in the early 21st Century from a consortium of arms manufacturers.  Lent Technologies had diversified considerably by the 24th Century and was a major supra-national technology firm.  The company participated in the investment and construction of several generation ships during the Sundering.

Lent Technologies subsidiaries participated as stakeholders on most generation ships.  These subsidiaries established themselves on the new settlements.  Many of them were important players in the early technological success of most Colonial States.  Remarkably, Lent Technologies subsidiaries were involved in every instance of independent development of jump drive technology.

It was descendents of these subsidiaries that were consolidated to form the Prometheus Foundation once contact was reestablished among the Colonial States in the 29th Century.  Since that time the Foundation has been extensively involved in technological development throughout the Colonies Sphere.

The Prometheus Foundation has continued to disseminate technology to all Terran worlds.  While its areas of expertise are quite varied it remains most well known for continued advances in jump drive technology.  The advances in jump technology from jump-1 to the current cutting edge capability of jump-4 have all been achieved in Prometheus Foundations development centers.

Organization: The Prometheus Foundation is organized into several Directorates.  Directorates focus on broad areas of activity and are spread throughout the Colonies Sphere.  Each Directorate is headed by a Director.  As a whole these Directors make up the Foundation Board.

The Research Directorate is responsible for basic research of all sorts.  The Application Directorate seeks to apply knowledge gained from Research Directorate activities to solve practical problems.  The Development Directorate uses applied knowledge from the Application Directorate to develop and demonstrate new technologies.  The Transfer Directorate transmits basic, applied and developmental knowledge to outside organizations.  The Operations Directorate is responsible for all administrative activities and development operations such as the frontier-quality starport program.

All Foundation activities are directed at the district level by a Subsector Curator.  The Subsector Curator serves as the primary agent of Prometheus Foundation activities in each district.  Curators may be drawn from any Directorate but are most likely to come from the Operations Directorate.

Policies and Goals: The goal of the Prometheus Foundation is to successfully transfer technological capability throughout the Colonies Sphere.  It does this at the leading edge of technology through its basic research activities.

In addition, the Foundation is involved in development activities of all sorts on less technologically advanced worlds.  One of its most well known programs in this area is the frontier-quality starport program in which the Foundation installs and maintains frontier-quality starport facilities on worlds which lack the technological capability to do so for themselves.

In all of its technology transfer and development activities the Foundation maintains a policy of strict equity.  It's technological know-how is available to any and all who wish to take advantage of it.  This has often caused consternation among Foundation recipients who are uncomfortable with opportunities for their adversaries to share in technological advances but none have been willing to forego access to Foundation knowledge.

Operations: Prometheus Foundation operations are spread throughout the Colonies Sphere with little regard to political boundaries.  Research, Application and Development Directorate activities necessarily tend to congregate on high technology worlds.  Transfer Directorate activities are found on any technologically developed world.  Operations Directorate activities are the most widespread with facilities on technologically developed worlds for administrative activities associated with the other Directorates and facilities on low-tech worlds associated with development operations.
